EPICS is not a single monolithic software, but a collection of software tools that interact to create a control system. Different parts of EPICS have been developed at different locations and can be distributed under different licenses depending on the author of the software, which in turn usually depends on the requirements and guidelines of the laboratory or other organization that financed the work.
